As you have pointed out, Fantasyland would overtake Toontown, and the train station with it. To me, that presents theming issues to have a a train station in the middle of a fantasy world, BUT, of all the movies represented in Fantasyland, which one is the only one to have a train? That's right, Dumbo -- and look what zone the train station is in. Yep - Dumbo.
